Roasted Baby Red Potatoes with Parsley

2 lbs small red potatoes, cut in quarters
1 garlic clove, minced
1/2 cup fresh parsley, chopped
2 tablespoons olive oil
salt, to taste
fresh cracked black pepper, to taste
